Reef Fish Motion: That the number of groupers landed by each sector be made available by the Science Center. Motion carried with no objection. Motion (by consensus): Allocation analyses for both individual species and species aggregations be prepared. Motion carried with no objection. Motion: That the allocations within sectors not be considered in the scoping document. Motion carried with no objection. Motion: That sub-allocation set asides not be considered in the scoping document. Motion carried with no objection. Motion: To convene the Socioeconomic Panel to investigate the use of socioeconomic models to help the Council in setting grouper allocations. Motion carried with no objection. Motion: To hold meeting of the Ad Hoc Grouper IFQ AP. Motion carried with no objection. Habitat Motion: That Jeff Rester be appointed to the Gulf Landing LNG existing advisory committee. He then could report back to the Council on the development of the monitoring plan that will serve as a basis for all future LNG monitoring plans. Motion carried by voice vote. ShrimpMotion: To continue the TX closure for 2006 to the 200-mile limit. Motion carried with no objection. Administrative PolicyMotion: That the SSC attend the March 2006 Council meeting in Mobile to meet with the Administrative Policy Committee to discuss the SSC role and meet with the Reef Fish Management Committee to discuss the Red Snapper and Shrimp issues from the scoping hearings and the grouper recreational and commercial allocation issues. Motion carried with no objection. Motion: To amend the SOPPs to remove the requirement for the SSC to review all stock assessments and make optional for the Council or Council Chair and Committee Chair to request the SSC to review benchmark assessments. Motion: To table Council discussion of the above motion until is has been reviewed by the SSC. Motion to table carried with no objection. Motion: To set-aside any further action on video conferencing until the report of an informal strategic plan to increase participation is completed. Motion carried with no objection. Motion: To revise the SOPP’s to include an open public comment period during Council meetings, public hearings and workshops. Motion carried by voice vote. Motion: Modify SOPPs to remove the provision that automatically requires staff to assist in the preparation of minority reports. Motion failed by voice vote. Budget/Personnel Motion: That the employer will require the substitution of paid leave for unpaid FMLA leave including sick, annual, and/or compensatory leave. Motion carried with no objection. Motion: To add alternative language that during FMLA leave without pay all benefits will continue as they existed prior to FMLA leave without pay. Motion carried with no objection. Motion: That the Council shall request the DOC recover for the Gulf Council, monies owed by the employee for any insurance premiums paid during FMLA. Motion carried with no objection. Motion: That a fitness for duty report is required prior to the employee returning to work if the FMLA absence was due to the Employee’s health condition. Motion carried with no objection. Motion: That the Council will require biweekly reports of the employee’s status during the period of FMLA leave. Motion carried with no objection. Motion: That the Council shall require the employee to furnish a recertification no more often than every thirty days relating to pregnancy or a serious health condition as provided for in 29 CFR 825.308. Motion carried with no objection. Motion: That the employee is required to provide at least a fifteen-day advance notice when the FMLA leave is foreseeable; and a medical certification is required to support a request for leave because of a serious health condition. Motion failed by voice vote. Joint Reef Fish/Shrimp Motion: That the Council accept the IPT’s recommendations for the Scoping Document for Joint Reef Fish Amendment 27/Shrimp Amendment 14 and add an action to achieve effort reduction that coincides with needed bycatch reduction in the shrimp fishery in order to set TAC in the red snapper fishery and review alternatives to achieve OY in the shrimp and red snapper fisheries. Motion carried by voice vote. Substitute Motion: To combine Reef Fish 27/Shrimp 14 with Reef Fish 28/Shrimp 15 scoping documents. Substitute motion failed by a vote of 7 to 9. Motion: To move time/area closures for shrimp into the Scoping Document for Joint Reef Fish Amendment 27/ Shrimp Amendment 14. Motion carried by voice vote. Motion: To approve the IPT recommendations for a Scoping Document for Amendment 15 to the Shrimp FMP. Motion carried with no objection. Motion: That the scoping document for Joint Reef Fish Amendment 27/Shrimp Amendment 14 articulate a SPR goal between 20 and 35% for red snapper. Motion carried by voice vote. Motion: To give the IPT editorial license to clean-up discussion in the scoping documents prior to making them available to the public for the scoping meetings. Motion carried with no objection. Substitute Motion: To give Council staff editorial license to clean-up discussion in the scoping documents prior to making them available to the public for the scoping meetings. Substitute motion failed by voice vote. Motion: Notice a telephonic council meeting for the purpose of establishing an Ad Hoc Shrimp Effort AP to provide the Council with alternatives for determining the appropriate level of effort in the Shrimp Fishery. Substitute motion: To have the SSC Selection Committee solicit applications for the purpose of establishing an ad hoc shrimp effort working group to provide the Council with alternatives for determining the appropriate level of effort in the Shrimp Fishery. Substitute motion carried. Other Motions Motion: To adopt the 2006 LEAP Operations Plan. Motion carried with no objection.
