Administrative PolicyMotion: to accept all the changes in Tab E, No. 4(a) with the following addition: SSC members or a subset of members will be asked to attend the data, assessment, and review workshops as observers or participants and provide comments to the Council. Motion carried Motion: the standing SSC will be excluded from reviewing the benchmark SEDAR assessments reviewed by the CIE unless requested to do so by either: 1) the Council or 2) the Council Chair and appropriate Committee Chair. Motion carried with no objection. Joint Reef Fish/Shrimp Joint Reef Fish Amendment 27/Shrimp Amendment 14 Motion: Reorganize Alternatives 2 and 3 in Action 2. Alternative 2 (commercial): would have suboptions: A – status quo 15” B – reduce size limit to 13” C – no minimum size limit Alternative 3 (recreational): would have suboptions: A – status quo 16” B – reduce size limit to 13” C – no minimum size limit Motion carried with no objection. Motion: To request that the SEFSC develop a yield per recruit analysis. Motion carried with no objection Motion: For Action 1 – retain bundles of: Alternative 1 (status quo 9.12 mp TAC), Alternative 2 (7.0 mp TAC), and Alternative 4 (5.0 mp TAC) Motion carried with no objection Motion: that the analyses of Action 1 assume that TAC be set for a 2-year period to be reviewed at the end of that 2-year period Motion carried by voice vote Motion: In Action 1, add to the analyses of recreational seasons “weekend only” dates both before and after the proposed red snapper open season Motion carried with no objection Motion: to remove Alternative 5 from Action 2 and add it to the consider but rejected section Motion carried with no objection. Shrimp Amendment 15Motion: to move Actions 4 and 5 to the considered but rejected section. Motion failed by a vote of 8 to 9. Motion: Under Action 1, Alternative 4 change “daily time” to “time/area” closures so that the alternative reads as follows: Establish time/area closures to shrimping in the EEZ. Motion carried by voice vote. Substitute motion: In Action 1: move Alternative 4 to the Considered but Rejected Section. Substitute motion failed by hand vote. Reef Fish Motion: The intent of the Council with regard to Amendment 26, Action 3 is that any combination of ownership interests individually or collectively cannot exceed the ownership cap in the preferred alternative. Motion carried with no objection. Motion: that Reef Fish Amendment 26 be approved and submitted to the Secretary of Commerce for implementation. Motion carried by roll call vote 14 to 2 with 1 absent. Motion: that the Council fund the four meetings of the Ad Hoc Grouper IFQ AP that would be held in between the Council meetings Motion carried with no objection. Motion: that the Council approve the SEP report as recommended by the SSC; thanks the SEP for their efforts and to approve the following motion: (1.) that the Council requests the SEFSC update the LEM model for application to immediate and future allocation and bioeconomic needs. In support of this recommend that the Council authorize the SEP to form a work group to update the LEM model; and (2.) that the Council authorize a work group to examine the possible social impacts of any change in allocation. Motion carried with one objection. SSC SelectionMotion: To Appoint the following persons to the Ad Hoc Shrimp Effort Working Group: Charles Caillouet, Jr. John Cole Wilson Gaidry, III Benny Gallaway Wade Griffin Rick Hart Walter Keithly, Vice Chairman Sherry Larkin James Nance, Chairman Michael Travis Motion Carried Motion: Charge of the Ad Hoc Shrimp Effort Working Group: to provide the Council with alternatives for determining the appropriate level of effort in the shrimp fishery in the EEZ . 1.) what would be the minimum level of effort that is necessary to achieve OY in the shrimp fishery in the EEZ; and 2.) what level of effort in the EEZ would derive the maximum benefits to the shrimp fishery. Motion carried with no objection. Other MotionsMotion: to authorize staff to seek outside assistance in completion of the analyses for socioeconomic aspects and environmental impact analyses of the Aquaculture Amendment Motion carried with no objection. Motion: to broaden the SEDAR Pool to include the state personnel that are involved in fishery management under the M-SFCMA Motion carried with no objection. Motion: To allow NMFS to further consider the EFP request from the Georgia Aquarium Motion carried with no objection.
